ENTO Bureau meeting
Taking the chance of the summer school, the second bureau meeting for 2017 was held on 11th July 2017. Mr. Boris Bakota and Mr. Gert Fieguth were excused absent.
Mr. Jean Paul Plassard, ENTO treasurer, updated about ENTO financial and administrative situation. Mr. Pierre Petit presented the new ENTO website, which was very positively welcomed by the other members. Mr. Petit also updated the bureau about the Erasmus+ project which was presented in March. The commitment to fruitfully exploiting ENTO strengths through a project which can enhance training capacities within the public sector is still ranked first in the priority list.
The 2017 summer school was also discussed. All members thanked Mr. Valentin Lavrov, from the National Association of Municipal Clerks in Bulgaria (NAMCB) for the perfect organization and the great welcome in Bulgaria. Given the recent decision by the Centre of Expertise for local government reform not to support CoE-ENTO summer school in 2017, the 6th edition of the summer school was at risk: thanks to Valentin and the Hanns Seidel Foundation (Germany) a new joint experience could be organized with full satisfaction.
Last point in Bureau agenda was the decision about 2017 ENTO Conference and General Assembly. Mr. Petit presented the option to organize a joint event in Metz (France), in cooperation with other training institutions for local governments. Considering the proposed topic, of potentially great interest for ENTO members, and the expected quality of the overall organisation, the bureau agreed to the proposal.

Rencontre du Bureau ENTO
Profitant de l’Université d’été, la seconde réunion du bureau s’est tenu le 11 juillet 2017. Monsieur Boris Bakota et Monsieur Gert Fieguth étaient excusés.
Monsieur Jean Paul Plassard, le trésorier de l’ENTO, a mis à jour la situation financière et administrative. Monsieur Pierre Petit a présenté le nouveau site web de l’ENTO, qui a été reçu très positivement par les autres membres. Monsieur Petit a également renseigné le Bureau sur le projet Erasmus+ qui fut présenté en mars dernier. L’engagement à exploiter de manière fructueuse les forces de l’ENTO à travers un projet qui peut améliorer les capacités des formations dans le secteur public est toujours au premier rang dans les priorités.
L’université d’été fut aussi discutée. Tous les membres remercièrent Monsieur Valentin Lavrov, de l’Association Nationale des églises municipales de Bulgarie, pour l’organisation parfaite et l’accueil chaleureux en Bulgarie. La décision rendue récemment par le Centre d’expertise des réformes pour le gouvernement local ne pas supporter le CoE-ENTO Université d’été 2017, la 6ème édition était risquée : merci à Valentin et le « Hanns Seidel Foundation » (Allemagne) une nouvelle expérience a pu être organisée avec beaucoup de satisfaction.
Le dernier point de l’agenda du Bureau était la décision de la Conférence et l’Assemblée générale de l’ENTO. Monsieur Petit a présenté l’option d’organiser à évènement conjoint à Metz (France), en coopération avec d’autre instituts de formation pour les gouvernements locaux. Considérant le thème proposé, ayant potentiellement un grand intérêt des membres de l’ENTO, et l’attendue qualité d’une telle organisation, le Bureau a accepté la proposition.

SAVE the DATE : ENTO Conference and General Assembly on 24-25-26th November 2017
During ENTO Bureau meeting which was held in Sofia on 11th July, it was decided that the next annual general assembly will be held in Metz on 25th November in the morning. ENTO general assembly will be organized within a two-day cross border event promoted by different training institutions for local authorities on the topic “Governance: the relation between elected officials and top public managers”.
The meeting is intended to involve general secretaries of local municipalities from France, Belgium, Luxembourg and Germany. Some ENTO members like CRF (Conseille régionale de la formation – Belgium) e CNFPT (Centre Nationale de la Fonction Publique Territorial – France) are directly involved in the organization and so special conditions can be offered to ENTO participants.

2017 Summer school: looking at “good governance” from different perspectives
“Good governance” was the main topic of the summer school held in Sofia (Bulgaria) on 12-13 July 2017 and organized by the National Association of Municipal Clerks in Bulgaria (www.namcb-org.bg) with the support of the Hanns Seidel Foundation (www.hss.de). Presentations from participants not only offered the opportunity to better define key-issues such as transparency, local government reforms, leadership styles, change management, but also to suggest new perspectives and critical thinking about what is going on.
John Jackson, introduced the topic with a presentation on the relation between leadership and good governance. John is a long-time friend of summer schools: he took part to many editions and he introduced different aspects dealt in the “Leadership Academy Program” promoted by the Centre of Expertise for Local Government Reforms within the Council of Europe.
Gilberto Marzano, from the Rezekne University of Applied Sciences (Latvia), introduced the topic of social innovation and underlined the importance of ICT literacy as condition for social inclusion in his presentation on “New challenges for social services”. Social innovation was also the main topic in Wojciech Duranowski’s speech, which offered an overlook on how it is declined in Poland.
Luis Cembellin is presently working in the Province of Malaga (Spain) and he is associated professor in the local university. He illustrated how the Province promoted innovation and good governance in local municipalities using a benchmarking tool. Indicators and specific measures were implied in order to asses “good governance” and to influence priority setting in local municipality with regards to internal organization and management. A similar initiative has been also promoted in Bulgaria by the Ministry of Regional Development and Public Works, as Mrs Stanislava Atanasova showed clearly. The methodology used is ELOGE, the European Label of Governance Excellence promoted by the Council of Europe.
Different case studies about local government reforms in many European countries were presented during the summer school: Albania, by Mirsa Titka; Belgium, by Pierre Petit; France, by Jean Paul Plassard; Georgia, by Giorgi Meskhidze and Nino Dolidze; Lithuania, by Ana Krivenokienè; Switzerland, by Paolo Crugnola. All cases showed common trends (e.g. amalgamation of municipalities) and offered the opportunity to discuss cutting-edge issues connected with such trends. As an example: how is the relation between citizens and local governments changing?
A special thank goes to Valentin Lazarov from the National Association of Municipal Clerks in Bulgaria (NAMCB): he has perfectly organized the event and he has assured a very warm welcome to all participants in Sofia.

New ENTO Website developed by CRF
During latest ENTO General Assembly Pierre PETIT (Belgium) announced CRF (www.crf-wallonie.be) commitment in developing a completely new ENTO website. He said that such a work will be done free of charge for ENTO, but he renewed the request to ENTO members to contribute sending information and contents (contact person: Ms.Julie Widart, julie.widart@crf.wallonie.be)

New Project developments
One of 2016 ENTO General Assembly main result was the decision to support the development by ENTO members of one or more projects to be funded by EU Programmes. Specifically,
• Armine TUKHIKYAN (www.urbanfoundation.am) offered to lead the preparation of a joint application to the EU CBC Programme “Black Sea”
• Gert FIEGUTH (hs-kehl.de) offered to lead the preparation of a joint application to the EU Erasmus+ Programme.

Forum for local democracy in Kyiv
The Congress of local and regional authorities is going to organize the “1° Forum for local democracy in Ukraine”. It will take place from 3 to 7 July in the region of Kyiv. The Forum will host specific sessions led by ENTO.

European IASIA seminar in Strasbourg (France)
Mr. Vincent Potier, General Director of ENTO Member CNFPT (www.cnfpt.fr) has recently been elected vice-president for Europe of the International Association of Schools and Institutes of Administration (IASIA). As part of his new responsibilities within IASIA, he is pleased to invite ENTO members to the 1st European IASIA seminar which will take place at the INET (French National Institute for Local Studies) in Strasbourg the 19th and 20th June 2017, on the two following subjects: • Territorial reforms in Europe (with the creation of a barometer to monitor evolutions) • Training of local civil servants and local elected representatives in Europe: comparative analysis. The seminar, organised in partnership with the Council of Europe and the OLA (Observatory on Local Autonomy) network, will welcome mainly directors of schools and institutes of public administration as well as university professors in public administration and public management. Erasmus +
Erasmus + represents a big opportunity for ENTO in order to fully exploit its strengthens as an European network specifically focused on training and to develop new activities and initiatives in a cooperative approach. That is why during the Bureau Meeting held in March 2017 the possibility to develop a joint project to apply for “Strategic partnership” call was widely discussed. As a result, some ENTO members were directly involved in drafting a project proposal. The Conseil Regionale de la Formation (Belgium), headed by Mr. Pierre Petit, was able to participate in the submission of a project proposal titled “CIRCECON -An innovative Circular Economy course for European Public Sector Employees”. Some of the activities considered in the project can be of direct interest for ENTO members. So, best wishes for the selection phase!

3 new members join ENTO
During the last ENTO Bureau meeting held in Kehl on 4th March 2017, 3 new memberships were officially approved. They are: ERAP – Ecole Régionale d’Administration Publique (Belgium) – Associated Member GIPA – Georgian Institute of Public Affairs (Georgia) – Associated Member CNFPT – Centre Nationale de la Fonction Publique Territoriale (France).
We are really glad to welcome all of them on board: any new member is a big value added for ENTO, because it offers the opportunity to share experiences, ideas, knowledges and maybe even to start new cooperations. So we wish to new members the same wish we all reciprocate in ENTO: to find in the network a frendly, stimulating and helpful environment which can foster our passion and our commitment to local and regional governments !
