European Network Training Organisations for Local and Regional Authorities

For the first time two ENTO members, College of Applied Sciences „Lavoslav Ruzicka“ in Vukovar and Georgian Institute of Public Affairs, become partners within Erasmus+ K107 (mobility between Programme and Partner Countries).

Project duration is from June 1st 2018 until July 31st 2020 and we have great news… the project will also go on from 2020 to 2022!

In this time, 4 persons from GIPA were on our College and we are waiting for one more to come and Danijela and I were teaching for a week on GIPA.

Thanks to ENTO, College in Vukovar and GIPA have increased their international visibiliy and strengthened international cooperation.

Georgia is one of the countries where you know you will be back from the first day you are there – stunning nature, tasty food, the best wines and the most important thing, extremely kind people.

We have taught the students about constitutional and admnistrative law and we really commend them for their interest and many questions they had for us.

We hope that there will be many more projects between ENTO members in the future!

At the hearth of Europe.

It was not
only because of the location. Strasbourg, of course, has a special meaning for
Europe unity. It was the scenario of two world wars and the city chosen to
witness the restored peace after decades of conflicts.

It was maybe
because of the timing. In the European Parliament the first sitting was held
exactly in the days of the ENTO StudyLab and we had the chance to assist to the
first session led by the newly elected President Mr. David Sassoli (Italy).

Whatever
the source is, a real sense of a common belonging to the “old dear Europe”
infected all participants to the StudyLab and inspired thoughts and discussions
about possible explanations to the difficulties the “European dream” has been
facing nowadays.

A first,
simple but quite alarming conclusion, came out: there is still, even among us,
a low knowledge of Europe, of its institutional, political and administrative
systems, of the history, values and ideas which shaped them.

The
reference is not just to the European Union and its rules. It involves even
other institutions such as the Council of Europe and the Court of Human rights,
but I dare say it also implies a better knowledge of other countries, with
their traditions and specific features.

As training
organisations we can take such a conclusion as a challenge for our future work:
what can we do in order to assure a stronger and widespread knowledge of what
Europe is?

Of course
StudyLabs are a first opportunity to be exploited more and more. But it could
be even possible to set up something new, even more creative.

For me the
expected impact is quite clearly measurable: I am expecting that in a few years
there will be no local civil servants who, after receiving the news about the
StudyLab in Strasbourg, will dare reply with a sarcastic tone “I didn’t suppose
Switzerland entered Europe!”. The dear lady, who replied so, had no idea of the
existence of the Council of Europe and of the fact Switzerland is part of the
Council of Europe since May 6th 1963.

During last bureau meeting it was proposed to strengthen cooperation between ENTO members through a very cost-effective initiative: we would like to ask to each member to offer the possibility to host for free participants from other ENTO members in at least 3 training courses.

CNFPT is leading the involvement of ENTO in different publications in the field of local governance. That is an interesting opportunity to demonstrate the scientific value of ENTO members in the field and to provide to political debate facts and ideas which can help reforms and, broadly, a better understanding of present local governements.

ENTO is now present also on social media.

Ento groups have been opened up on Facebook and LinkedIn. Groups are supposed to contain information and updates from ENTO members. As most of ENTO members are presently using social media to share news, ENTO groups can offer the chance to do it at the international level.
