ENTO Projects 2014


The new EU programme Erasmus+ 2014-2020 succeeded the LLP since January 1st, 2014.


The Erasmus+ programme aims to boost skills and employability, as well as modernising Education, Training, and Youth work. The seven year programme will have a budget of €14.7 billion; a 40% increase compared to current spending levels, reflecting the EU's commitment to investing in these areas.

Erasmus+ will provide opportunities for over 4 million Europeans to study, train, gain work experience and volunteer abroad.

Erasmus+ will support transnational partnerships among Education, Training, and Youth institutions and organisations to foster cooperation and bridge the worlds of Education and work in order to tackle the skills gaps we are facing in Europe.

It will also support national efforts to modernise Education, Training, and Youth systems. In the field of Sport, there will be support for grassroots projects and cross-border challenges such as combating match-fixing, doping, violence and racism.

Erasmus+ brings together seven existing EU programmes in the fields of Education, Training, and Youth; it will for the first time provide support for Sport. As an integrated programme, Erasmus+ offers more opportunities for cooperation across the Education, Training, Youth, and Sport sectors and is easier to access than its predecessors, with simplified funding rules.


LLP - "Sharing Best Practices in Introducing and Teaching Ethics Principles to Public Administration Employees"

Institute for Public Administration Prague, which is an ENTO Member, in cooperation with partners from Germany, Poland and Portugal realized the project focused on the issue of ethics in public administration. The project was operated under

Lifelong Learning Programme (now ERASMUS+ Programme), within Partnership Projects of Leonardo da Vinci subprogramme and the research was conducted from 2011 to 2013.

ASPIRE Project

Public Administration Academy of the Republic of Armenia is the member of the TEMPUS IV “Access to Society for People with Individual Requirements” (ASPIRE) Project.

The duration of ASPIRE Project is 3 years (October 2012 - September of 2015).

Partners of the ASPIRE Project : Ilia State University - coordinator (Georgia), Edge Hill University (United Kingdom), The Pyramid Group (Germany), Limerick Institute of Technology (Ireland), Technical University of Kosice (Slovakia), Shota Rustaveli State University (Georgia), Akhaltsikhe State Teaching University (Georgia), Georgian Institute of Public Affairs (Georgia), Georgian Postage Association (Georgia), Eurasia International University (Armenia), Armenian State Pedagogical University after Kh. Abovyan (Armenia), Goris State University (Armenia), Public Administration Academy of the Republic of Armenia (Armenia) (ENTO Member), Bridge of Hope (Armenia).

The objective of the project “Access to Society for the People with Individual Requirements” is to develop and introduce training modules for people with individual needs in the institutions of consortium members.

The project will promote and develop access to inclusive education, to social integration and to non-discrimination treatment of those with special needs in education in accordance with Bologna Process and United Nations criteria. This will initiate the right of individuals with special needs to access education, to enjoy the right of participation in everyday society and to combat discrimination against them in society by instilling awareness and acceptance in society.

ENTO Projects 2010

On December 2009 ENTO presented its candidature for a grant from EACEA, the Education, Audiovisual and Culture Executive Agency of EU Commission. Within the Lifelong Learning Programme (LLP), Key Activity 3 of the Jean Monnet programme provides operating grants to support certain operational and administrative costs of European Associations active in the fields of education and training. ENTO asked for a grant of 20’000 Euros.
Unfortunatly, just a few days ago EACEA communicated us that no contribution was given to ENTO. Anyway the presentation of the candidature was a good exercise for practicing with europrojects and strengthening cooperation capacity.

IMMA project
The bureau has authorized ENTO participation to “IMMA – Improvement training on management and governance for public sector”. The project has been proposed by AICCRE Veneto (Italian Association of the Council of European Municipalities and Regions) and University of Brescia. The project has been submitted to the EU Lifelong Learning Programme. It aims to assure democratic, efficient and effective management of public services and will empower Public Administrations to assess their needs, test new training methods, train specific emergent professional profiles and manage customer/citizen satisfaction features.
After President of ENTO communication, also two other ENTO Members decided to participate to the project: the Institut Provincial de Formation de Hainaut (B) and the Centrul Regional de Formare Continua pentru Administratia Publica Locala Bucuresti (RO)

ReLOG – Regional and local governance: cooperation, associative forms and common functions for improving local public management

Funding programme:
Central Europe, priority 4 – Enhancing competitiveness and attractiveness of cities and regions.
The project deals with associative forms among small local authorities. It aims at improving the operational capability of small local authorities through the testing of a shared model of horizontal associative governance.

PATRES: Public Administration Training and coaching on Renewable Energy Systems

PATRES is supporting local authorities, public utilities and social housing bodies in implementing effective obligations and policies concerning minimum levels of energy from Renewable energy (RE) sources in their building regulations and codes for new or refurbished buildings or in the public procurement for their facilities or social housing.

ICT PSP fourth call for proposals 2010 - Pilot Type B - Theme 4: Open innovation for future Internet enabled services in "smart" cities
The project deals with the promotion of ICT in public service delivery inside cities. It intends to develop new ways of interaction via internet between providers, public authorities and citizens/users.
The ENTO participation to the project becomes concrete promoting and disseminating the project results, exploiting the links built within the network.
In particular, ENTO participates to Work Package 6  “Dissemination and Final Workshop”, thus promoting the project results through seminars and conferences arranged on its own, even inviting important project participants, or by other entities, promoting the project and its results through its own Website and newsletter and, potentially, publications.

Transfer of Innovations in Methodologies for European Officials: Follow Up of a Joint Learning Path

Institute for Local Administration Prague currently participates at the development of the project “Identifying and Validating the Competencies of European Officials – The Road to a Joint Training”, which was implemented in the years 2005-2007. Continuation of the project bears the title ”Transfer of Innovations in Methodologies for European Officials: Follow Up of a Joint Learning Path” and is realised within the Lifelong Learning Programme, specifically in the Leonardo da Vinci programme, where it belongs under the section of Multilateral Projects/Transfer of Innovation. The Institute is the submitter and co-ordinator of the project for the entire project consortium to which Instituto National de Administraçao from Portugal, the Italian Scuola Superiore dell’Amministrazione dellInterno and the Institute of Public Administration from Bulgaria belong.

REPORT ON SURVEY “Study of the current state of training for local and regional authorities in the Council of Europe member of states”. The goal was to have a clear picture of major trends of training opportunities for personnel of local and regional authorities, to analyze the role of key stakeholders in training on the country level, to observe country profiles in training, to make recommendations on how to improve standards for training across European nations.


Le projet "coopération transcaucasienne: formation des autorités locales et régionales" mené avec la contribution financière du gouvernement italien. La formation du groupe de formateurs de pays du Caucase(l'Arménie, l’Aserbijan, la Géorgie, la Russie et la Turquie) est l'un des résultats concrets du projet. Des séminaires de formation ont été organisés à Alanya, en Turquie (juin 2005), Yerevan, Arménie (octobre 2005) et Gaziantep, Turquie (avril 2007). Le rapport sur les résultats du projet et les suggestions d’ENTO sur la poursuite des travaux dans les pays du Caucase sont en cours d'élaboration.

Durée du projet: juin 2005 - mai 2007:

Le projet "ENTO - initiative pour soutenir la démocratie locale et le développement des collectivités locales en Moldavie: Programme de formation pour les élus locaux, des fonctionnaires locaux et des associations d'autorités locales pour la Moldavie" mené avec la contribution financière du gouvernement du Japon a été mis en oeuvre avec succès au cours de la série des séminaires de formation qui ont eu lieu à Chisinau (14 mars 2007), Cahul (15 mars 2007) et de Balti (16 mars 2007). Les séminaires ont été prévus au cours de la mission des membres de l'ENTO Bureau: Mireck WAROWICKI (Pologne), chef expert du projet, Boris BAKOTA (Croatie) et Boris PERIL (Fédération de Russie) du 15 au 16 janvier 2007. Le projet a reçu un grand soutien de M.VRABIE, Vice Premier Ministre de l'administration publique locale de Moldova.
Durée du projet: janvier 2006 - avril 2006.
Le rapport sur les résultats du projet et les suggestions de ENTO sur la poursuite des travaux en Moldavie sont en cours d'élaboration.
